Remove duplication on mail quota in configs and MMC

There are 2 places where I can define for now mail quota for user. And this can confuse a little.

First time I found it in /etc/mmc/plugins/mail.ini - mailuserquota in [userdefault] section.

The second definition is in MMC - Mail service -> Mail domain list -> Edit domain -> Default mail quota for users created in this domain (in kB).
