cannot create user if you don't have permission to modify group membership

Description

If a user who does not have the MMC ACL permissions to modify a user's group membership attempts to create a new user, it will fail with an error message stating that the Primary Group field cannot be left blank.

If a user does not have permission to edit the Primary Group field, it should default to the default settings instead of blank.
