SLP advertisement for lmc-agent

Description

When starting, lmc-agent could register to a local SLP service, using this command line: 

# slptool register service:lmc-agent:https://lds01.localnet:7080 "(plugins=base,samba)"

This allows the lmc-agent to be easily discovered on the network, and to know its activated plugins.
